To assign a bank account on the company record, go to "Configuration → Users & Companies → Companies"

The bank account set on the company record will be assigned by default to each newly created contact record (not to existing ones, so for those you need to do an export/import)

On the Accounting tab of the Contact record, the "Payment Account" field defaults to the bank account set on the company record
